In what is a clear attempt to rival the Islamic State's state-building projects, which have manifested themselves in Libya in most developed form in the eastern city of Derna, the jihadist group Ansar al-Shari'a recently advertised the opening of a health center in Benghazi "affiliated with the Public Services Administration" (image below). Its equivalent is therefore what the Islamic State calls its "Diwan al-Siha" ("Health Department") which most recently caught media attention via an official release from Raqqa Province (second image below)
