Not yet designated as terrorist by a Western country Base of operations: Syria, Iraq
Background: Washington Institute
Saraya al-Khorasani is an Iranian proxy militia of Iraqi Shi'a that has fought in both Iraq and Syria, though it first emerged as a militia operating in Syria in 2013. Specific areas of operations in summer 2014 in the wake of the security crisis in Iraq included Tuz Khurmato (Kirkuk province), Suleiman Beik (Kirkuk province), and the wider Salah ad-Din province. Headed by one Ali al-Yasiri, the militia created a formal political wing and since the rise of the Islamic State within Iraq seemed primarily focused on the home front. As of November 2015, Saraya al-Khorasani has claimed operations on the Iraq and Syria fronts at the same time, claiming at that time also to be involved in Aleppo operations to break the rebel sieges on the Shi'a villages of Nubl and Zahara'.
